Ningbo Municipal Bureau of Grain, directly under the municipal government, is mainly in charge of handling the business of grain distribution, guiding the grain sector and administrating the city’s grain reserves.

Main Responsibilities:
　　To carry out the implementations of relevant laws and policies for the work of national grain; The bureau is entrusted to draft relevant local laws and rules, statutes for grain distribution and grain reserves management, and to undertake the implementation after deliberation; To put forward upon investigation the buying and selling policies of city grains; To carry out the grain work responsibility system of county, district government unified leadership under municipal government, to be responsible for the whole social grain distribution government.

　　 To work out medium and long term strategies for grain distribution and plans for grain buying and selling, allocation, reservation; Make good supply and demand balance of the grain market, ensure enough grain and oil for the army and the citizens.
To take charge of signing work of booking contracts of grain production and marketing and purchasing management for Jiangbei, Jiangdong, Haishu Districts; To guide and organize the grain departments in local counties and districts to keep on purchasing farmers’ rest grain and to do good service for the farmers.

　　 To manage the construction of grain market system; To strengthen the forecast for grain supply and demand and price information, and establish grain safeguard system; To cooperate with relevant departments to supervise market grain quality and price, and defend normal distribution rules.

　　 To guide the management of the whole city’s grain sector and its vocational training;

　　 To guide and promote its technical transformations and new technology extensions as well as its overseas exchanges and cooperation. In addition, it is also responsible for the grain sector’s statistical work.

　　 To organize and guide reform program for the whole city’s grain distribution system;

　　 To coordinate with relevant departments to manage city grain risk fund; To supervise checking national grain price policy and procedures of purchasing protective price and marketing price limit.

　　 To implement the local grain reserves management system, and carry out the management responsibilities; To take charge in the management to those enterprises who are directly managed by the city government to reserve national grain; To supervise the work of grain and oil credit capital; To take charge in the management for grain system national capital.
To accomplish other tasks assigned by the municipal government.
